Fleet Management Companies in the UAE — How to Choose the Right Provider in 2026

Search for fleet management companies in the UAE and you get tracker installers, software vendors, leasing firms and transport companies on the same list. They solve different problems. This guide explains the types of providers, the questions to ask before you sign, a checklist you can copy into your request for proposal and the red flags to watch for. CT Mobility is one of these providers, so at the end we say plainly where we fit and when another type of company is the better choice.

Short answer: Fleet management companies in the UAE are GPS resellers, software platforms, full-service leasing firms, transport service companies and specialised systems; choose by whether you need to see your vehicles, run shared vehicles yourself or outsource them. CT Mobility is a software platform for companies that share vehicles between employees, from AED 50 per vehicle per month with tracking included (minimum AED 500 per month, hardware billed separately).

What a “fleet management company” can mean in the UAE

The same words describe very different offers. Before you compare prices, check which type of provider you are talking to:

Type of providerWhat you usually getA good fit whenAsk about
GPS tracking reseller or installerTracking devices, installation and a tracking portal or app: live location, trip history, basic alertsYou mainly need to see where vehicles are, or a contract or permit requires a specific approved deviceWho drove each trip, what the portal can export, and what happens to the devices if you change provider
Fleet management software platformSoftware on top of the tracker: tracking plus booking, access rules, driver identification, inspections, maintenance tasks, fines and reports. Hardware may be supplied or quoted separatelyYour vehicles are shared between employees and you want to run the fleet yourself with clear rules and recordsThe full monthly cost per vehicle, the hardware terms, the minimum fee and the pilot
Full-service fleet management or leasing companyThe vehicles themselves, with maintenance, insurance and replacement cars, sometimes drivers, for a monthly fee per vehicleYou do not want to own or maintain vehiclesWhich data you receive, in what format, and whether you can add your own booking and access rules
Transport or logistics service companyTrips done for you: deliveries, staff transport, waste collectionYou want the service, not a tool to manage your own fleetService levels and reporting; this is outsourcing, not fleet software
Specialised systemsEngine hours for heavy plant, in-vehicle monitoring systems (IVMS) required by some clients, video telematicsThe requirement comes from the type of equipment or from a client contractWhich standard or approval is required, and whether it can run next to the system for your light vehicles

Many companies combine two types, for example leased vehicles with their own software for booking and access, or a tracker installer for regulated vehicles and a software platform for the pool cars.

Operator console overview: vehicles that need attention, fleet utilisation, active rentals and revenue in AED
Technician app task list with priorities, due times and the distance to each car

Operator console. What needs attention right now, fleet utilisation, active rentals and revenue in AED. Technicians get a prioritised task list with the distance to each car.

Trip replay on a map with ignition, door and speed events
Technician app damage inspection task created from a customer report

Trip history. Replay any trip with ignition, door and speed events to see exactly who drove and how. Damage reported by a customer becomes a task for your team.

Start with your problem, not with a list of companies

Write down the three or four questions that cost you money today. They point to the type of provider you need:

  • “Where is the vehicle?” A tracking provider can answer this.
  • “Who had the car when the fine was issued, and in what condition did it come back?” You need trips linked to named drivers and photo inspections: a software platform.
  • “Why do ten people share four cars and a key box?” You need employee booking, access rules and keyless access.
  • “We do not want to own vehicles at all.” Talk to leasing and full-service companies.
  • “A client or permit requires an approved device.” Start from that requirement and check the approval before anything else.

Questions to ask every fleet management company

  1. Price: what exactly is included in the monthly price per vehicle, and what is billed separately: hardware, installation, SIM cards and data, SMS, support? Is there a minimum monthly fee?
  2. Hardware: which devices do you propose for our makes and model years, who owns them, and can they be reused if we change provider?
  3. Drivers: can the system show who drove each trip, or only where the vehicle was?
  4. Permissions: can we set who may use which vehicle by employee, department, day and time?
  5. Booking and keys: do employees book in an app and unlock by phone, or do keys still change hands?
  6. Fines and tolls: how are traffic fines, Salik and Darb matched to a driver? Is the data imported automatically, or does our team look up the trip by plate and time?
  7. Coverage: does one dashboard cover every emirate, and other GCC countries if we need them?
  8. Data: can we export trips, drivers, alerts and reports in a standard format, and is there an API?
  9. Approvals: if our vehicles need an approved device, which approval do you hold? Ask for the document.
  10. Pilot: how many vehicles, for how long, what do we pay during the pilot, and what are the success criteria?
  11. Support: who sets up the system, trains our team and answers questions after go-live?

GPS and vehicle tracking companies in the UAE: fleets across the emirates

Many searches for a GPS company or vehicle tracking companies in the UAE are really searches for a local provider: someone who knows Salik in Dubai, Darb in Abu Dhabi and the routes between the emirates. Most providers serve several emirates, so check three things instead of the address on the website:

  • One dashboard for every emirate. Vans that load in Dubai and deliver in Sharjah, Ajman or the Northern Emirates should stay on one map and in one trip history.
  • The local costs. Ask how the provider handles Salik and Parkin in Dubai, Darb and Mawaqif in Abu Dhabi and paid parking in Sharjah, which runs until midnight: is it a trip lookup by plate and time, an import, or nothing?
  • Hardware for your vehicles. Ask which devices are proposed for your makes and model years and how they are quoted, wherever the vehicles are based.

CT Mobility Solutions is based in Ajman Free Zone, installs trackers in every emirate, and its platform shows vehicles from every emirate in one dashboard.

Red flags when you compare providers

  • A price per vehicle without the full cost. Hardware, installation, SIM cards, SMS or a minimum fee appear only in the contract.
  • “Fines are matched automatically” without a method. Ask where the fine data comes from and who does the matching. A clear lookup through trip history is better than a vague promise.
  • Approval claims without a document. If an approval matters for your permit or contract, ask for the certificate and check it with the authority or the client.
  • No data export. If trips and drivers can only be viewed on screen, your history stays with the provider.
  • Lock-in before proof. A long contract or hardware that only works with one portal before you have run a pilot on your own vehicles.
  • A pilot without success criteria. Agree in writing what the pilot should show, for example who drove every trip and how many fines were traced to a driver.
  • “Best company” rankings without a method. Lists with no test criteria tell you little, including lists published by vendors.

How to compare providers in four steps

  1. Shortlist by type. Two or three providers of the type that matches your main problem.
  2. Demo with your scenarios. Ask each provider to show your real cases: a shared pool car, a fine from last month, a van that leaves its zone at night.
  3. Pilot on a few vehicles. Pick the vehicles with the most drivers or the most fines, and agree the success criteria first.
  4. Compare the full cost and the data. Put software, hardware, installation, data and minimum fees side by side, and check that you can export what the pilot recorded.

If you still use paper during the comparison, the free vehicle handover form and vehicle log book template give you a baseline to measure against.

Where CT Mobility fits, and where it does not

CT Mobility Solutions is a fleet management software platform based in Ajman Free Zone. It is built for companies whose vehicles are shared between employees: pool cars, sales and technician vehicles, project pickups and vans. Every trip is booked by a named employee who passes a selfie check, the car is unlocked by phone, the condition is recorded with photos, and fines and Salik or Darb tolls can be traced to the driver through the trip history.

  • Price: the software costs AED 50 per vehicle per month with tracking included, with a minimum subscription of AED 500 per month.
  • Hardware: billed separately and quoted after we review your vehicle models, and installed by us in every emirate: Dubai, Abu Dhabi including Al Ain, Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain. The platform is multi-hardware and works with devices such as Teltonika. If you already have trackers, see what to do if you already have GPS tracking.
  • Pilot: up to 2 vehicles for 3 months with no subscription fee, for companies evaluating the platform for their fleet; only the hardware, installation and mobile data are paid.

In Dubai, Anydrive, an app-based car rental service, runs on CT Mobility; see the Anydrive case study.

For HSE teams: speeding and harsh driving events are recorded per trip and per driver. CT Mobility gives you IVMS-style trip and driver-behaviour data you can export for HSE reporting; we don't claim IVMS certification or any operator approval. See driver behaviour monitoring and IVMS-style data.

CT Mobility is not the right choice if you need engine hours for heavy plant, if your vehicles need a tracker from the ITC approved list for an Asateel permit in Abu Dhabi (we do not claim that approval), if you want a company to supply vehicles or drivers, or if you only want to track one or two private cars: the platform is for companies and businesses with several vehicles.

See fleet management software for UAE companies, vehicle tracking with driver identification and the vehicle booking system for employees. Tracker installers, leasing and rental companies can also work with us through the partner program.

Pilot for UAE companies: we connect up to 2 of your vehicles with no subscription fee for 3 months, so you can judge the results on your own operations before any commitment. Only the hardware, installation and mobile data are paid. Go live in about 15 days.

Frequently asked questions

What do fleet management companies in the UAE do?

The term covers several types of providers: tracker resellers and installers, fleet management software platforms, full-service and leasing companies that supply the vehicles, and transport companies that do the trips for you. Decide which problem you need to solve first, then compare providers of that type.

Which is the best fleet management company in the UAE?

There is no neutral ranking that fits every fleet. The best choice depends on your vehicles, how many people share them and which costs you want to control. Compare two or three providers on your own scenarios and run a short pilot before you sign a long contract.

How much does fleet management cost in the UAE?

It depends on the type of provider, so ask every provider for the full cost: software, hardware, installation, SIM and data, SMS and any minimum fee. CT Mobility costs AED 50 per vehicle per month with tracking included and a minimum of AED 500 per month; the hardware is quoted separately after a review of your vehicles.

Do we need an approved tracker in the UAE?

Only in specific cases. In Abu Dhabi, freight and passenger-bus permits require a tracker from the ITC approved list that is linked to Asateel, and some clients require an approved in-vehicle monitoring system. Check the requirement for your vehicles first. CT Mobility does not claim Asateel approval.

Can we change provider and keep our trackers?

Often yes, if the devices are compatible with the new platform. Send the device models to each provider and ask for a compatibility check before you decide.

What should a fleet management pilot include?

The number of vehicles, the duration, what you pay during the pilot, written success criteria and the data you can export at the end. A CT Mobility pilot covers up to 2 vehicles for 3 months with no subscription fee; only the hardware, installation and mobile data are paid.
