Construction Fleet Management for UAE Contractors — Pickups and Crew Cars with a Known Driver

On a construction project in the UAE, heavy equipment often has its own machinery-hours system. The daily problems come from the light fleet: pickups, crew cars and vans shared between foremen, engineers, supervisors and site staff. Keys hang in the site office, one pickup has three drivers a day, and a traffic fine arrives weeks later. CT Mobility is construction fleet management software for this light fleet: each trip is booked by a named employee in a mobile app, the vehicle is unlocked by phone, and every trip, site visit and fine has a driver.

Construction fleet management in the UAE: the light fleet is the gap

Many apps for construction vehicle fleets are built around heavy machinery and compliance: engine hours of excavators and loaders, equipment location, IVMS reports. They do not answer the daily questions about the shared light vehicles that move people between the site, the labour accommodation, the office and suppliers:

  • Who has the double-cabin pickup now, and since when?
  • Was the crew car used after working hours or on a day off?
  • Who was driving when the speeding fine or the Salik toll was recorded?
  • Was the dent on the tailgate there before the last trip?
  • Does the project really need eight pickups, or would five be enough?

CT Mobility is built for these questions. It is not a machinery-hours or IVMS compliance system, and it is not meant for excavators, cranes or other heavy plant.

Heavy machinery vs. shared light vehicles: where CT Mobility fits

If a client contract or a permit requires an approved in-vehicle monitoring system (IVMS) or tracker, that requirement has to be met with the approved device. Check it before you plan the pilot.

The driver is known on every trip

Every trip starts with a booking in your branded app by a named employee. Before the trip, the employee passes a selfie liveness check and an alertness check, inspects the vehicle with photos and unlocks it by phone. The trip — route, mileage, time, fuel and alerts — then belongs to that person until the vehicle is returned.

Access rules by employee, department, vehicle, day and time decide who may use which vehicle: the foremen of one project see only that project's pickups, and site engineers can book crew cars only during their shift. Only employees you have registered as drivers can book, for example after your team has checked their UAE driving licence.

This also matters under the traffic law. Under Federal Decree-Law No. 14 of 2024, in force since 29 March 2025, a vehicle impounded because an unlicensed person drove it is released only to the owner or an authorised representative, according to a Gulf News summary. When only approved drivers can unlock a vehicle, this risk is lower.

Site geofences and alerts for after-hours use

Draw a zone around each site, yard, labour accommodation and office. The live map shows which vehicles are at which site, and the platform sends an alert when a vehicle enters or leaves a zone. Other alerts that matter on construction projects:

  • After-hours use: the ignition is switched on or a door is opened outside a booked trip, for example at night or on a day off.
  • Towing or movement without ignition: a possible theft of the vehicle.
  • Speeding and harsh driving: on public roads and on site access roads.
  • Sudden fuel drop and low fuel: see fuel theft and fuel monitoring.
  • Maintenance due: based on real mileage.

Alerts go by push, email or SMS to the site manager or the fleet team and can be turned into tasks. Keyless access also works over Bluetooth where there is no mobile coverage, which helps on remote sites. Read more about vehicle tracking with driver identification.

Traffic fines and Salik tolls assigned to the driver

Traffic fines in the UAE are registered to the vehicle's owner, and for a company pickup that is the company. Black points can be transferred to the person who was actually driving through the official channels of each emirate, for example TAMM in Abu Dhabi and the MOI app in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. UAE courts have also ordered former employees to repay fines that their employer had paid.

All of this starts with one question: who was driving at that minute? In CT Mobility every fine or toll can be matched by plate and time to the trip and to the employee who booked it. Export the trip record as evidence for the transfer or for your internal policy. See company car fines and Salik management and the step-by-step guide on matching fines and Salik tolls to the right driver.

General information, not legal advice. Whether a fine can be recovered from an employee depends on the employment contract, your company policy and UAE labour law; check with your legal adviser.

Photo inspections before and after every trip

Site roads, tight parking and loading of materials are hard on vehicles. In CT Mobility the driver photographs the vehicle before and after each trip and reports damage or technical issues in the app. The photos are linked to the trip and the driver, so a new dent can be traced to the trip in which it appeared. Repairs can be planned as tasks for your technicians in the fleet management app.

Utilisation: how many pickups each project really needs

Bookings show real use, not only movement. Utilisation reports show how often and how much each vehicle is used, per vehicle and per department, for example with one department for each project. Under-used pickups can move to another site or leave the fleet, and fully booked ones show where a project needs more vehicles. Fuel and mileage per vehicle and per driver are in the same reports.

The driver app is published under your company name. Employees use one app across all projects, and you assign vehicles to projects through access rules in the dashboard. Teams that move between buildings rather than sites work the same way; see vehicle management for facility management teams.

Start with one site: a free 2-vehicle software pilot

A pilot works best on one project or one site. Connect up to 2 pickups or crew cars with no subscription fee for 3 months (only the hardware, installation and mobile data are paid), set the site zones and access rules, and see from the first week who uses which vehicle, where and when. CT Mobility costs AED 50 per vehicle per month, with tracking included and the driver known on every trip. Book a demo to plan the pilot for your project.

Pilot for UAE companies: we connect up to 2 of your vehicles with no subscription fee for 3 months, so you can judge the results on your own operations before any commitment. Only the hardware, installation and mobile data are paid. Go live in about 15 days.

Frequently asked questions

Does CT Mobility track heavy construction machinery?

That is not its focus. CT Mobility is built for shared light vehicles such as pickups, crew cars and vans, where the main questions are who drove, where, when and in what condition the vehicle came back. For engine hours of excavators, loaders or cranes, use a plant management system; for IVMS compliance, use the approved IVMS your client requires.

Which construction vehicles can we connect?

Pickups, crew cars, vans and other road vehicles with a compatible telematics device. The platform is multi-hardware and works with devices such as Teltonika; we check your models during the demo.

How do we stop pickups being used after working hours?

Set access rules by day and time, so a vehicle cannot be booked outside the hours you allow. If the ignition is switched on or a door is opened outside a booked trip, the platform sends an alert.

Is there a mobile app for construction vehicle fleets?

Yes. Drivers use a branded iOS and Android app to book, inspect, unlock and return vehicles, technicians use the fleet management app for tasks, and managers use the web dashboard.

How much does it cost?

AED 50 per vehicle per month, with tracking included. A pilot for up to 2 vehicles with no subscription fee for 3 months is available, for example for one site or project; only the hardware, installation and mobile data are paid.
